⚖️ 12‑Year Rule Update: Veterans separated before Jan 1, 2013 must apply within 12 years of separation or first service‑connection award—extensions available; Veterans separated on or after Jan 1, 2013 have no basic period of eligibility.

What is VR&E?

Veteran Readiness & Employment (VR&E), also known as Chapter 31, is a VA program for Veterans with service‑connected disabilities that limit their ability to work. VR&E assists you in exploring employment options, obtaining training or education, and accessing career counseling to achieve and maintain suitable employment. In some cases, eligible dependents may also qualify for certain benefits.

Application & Evaluation Process

IDES for Active‑Duty Service Members

Service members who are wounded, injured, or ill can access VR&E services prior to discharge through the Integrated Disability Evaluation System (IDES). Contact your medical or command staff to be referred.

Initial Evaluation & Individualized Plan Development

After submitting VA Form 28‑1900, you’ll meet with a Vocational Rehabilitation Counselor (VRC) for an initial evaluation. The VRC determines eligibility, discusses your strengths and limitations, and develops your Individualized Rehabilitation Plan (IRP) outlining your goals and services.
